Understanding Pakistan's Income Tax System
Pakistan's income tax is governed by the Income Tax Ordinance, 2001 and administered by the Federal Board of Revenue (FBR). Every individual whose annual income exceeds the basic exemption threshold is legally required to file an income tax return and pay the applicable tax. For the fiscal year 2025-26, the exemption threshold for salaried individuals remains at PKR 600,000 per annum.
The tax system is progressive in nature, meaning higher income earners pay a proportionally larger share of their income as tax. Pakistan uses a slab-based tax structure where different portions of your income fall into different rate brackets. You do not pay the highest rate on your entire income — only on the portion that falls within each slab.
FBR Income Tax Slabs 2025-26 (Salaried Persons)
The following tax slabs apply to salaried individuals for the fiscal year 2025-26 (July 1, 2025 to June 30, 2026):
| Annual Income (PKR) | Tax Rate | Tax Calculation |
|---|---|---|
| Up to 600,000 | 0% | Nil |
| 600,001 – 1,200,000 | 5% | 5% on amount exceeding 600,000 |
| 1,200,001 – 2,200,000 | 15% | PKR 30,000 + 15% on excess over 1,200,000 |
| 2,200,001 – 3,200,000 | 25% | PKR 180,000 + 25% on excess over 2,200,000 |
| 3,200,001 – 4,100,000 | 30% | PKR 430,000 + 30% on excess over 3,200,000 |
| Above 4,100,000 | 35% | PKR 700,000 + 35% on excess over 4,100,000 |
How to Calculate Your Income Tax — Worked Examples
Example 1: PKR 800,000 Annual Salary
This income falls in the second slab (PKR 600,001 to 1,200,000).
- Tax = PKR 200,000 × 5% =
PKR 10,000 - Monthly TDS = PKR 10,000 ÷ 12 =
PKR 833/month - Effective Rate = PKR 10,000 ÷ PKR 800,000 =
1.25%
Example 2: PKR 2,000,000 Annual Salary
This income falls in the third slab (PKR 1,200,001 to 2,200,000).
- = PKR 30,000 + PKR 800,000 × 15%
- = PKR 30,000 + PKR 120,000 =
PKR 150,000 - Monthly TDS = PKR 150,000 ÷ 12 =
PKR 12,500/month - Effective Rate = PKR 150,000 ÷ PKR 2,000,000 =
7.5%
Example 3: PKR 5,000,000 Annual Salary
This income falls in the sixth (top) slab (above PKR 4,100,000).
- = PKR 700,000 + PKR 900,000 × 35%
- = PKR 700,000 + PKR 315,000 =
PKR 1,015,000 - Monthly TDS = PKR 1,015,000 ÷ 12 =
PKR 84,583/month - Effective Rate = PKR 1,015,000 ÷ PKR 5,000,000 =
20.3%
Tax-Exempt Allowances for Salaried Employees
Not all components of a salaried person's income are taxable. FBR allows several exemptions that legally reduce your taxable income and thus your overall tax liability:
- House Rent Allowance (HRA): 45% of the basic salary is exempt from tax, subject to a maximum exemption of PKR 600,000 per year (PKR 50,000 per month). HRA exceeding this cap is fully taxable.
- Medical Allowance: Up to 10% of basic salary is exempt, subject to a maximum of PKR 120,000 per year (PKR 10,000 per month).
- Conveyance Allowance: Up to PKR 72,000 per year (PKR 6,000 per month) is exempt if the employee does not have an employer-provided vehicle.
- Leave Travel Allowance: Actual cost of travel to hometown twice a year is exempt.
- Provident Fund: Employer contribution to recognized provident funds is not taxable income for the employee.
Salaried vs Business Individual: Key Differences
Pakistan's income tax law treats salaried individuals and self-employed business individuals differently. Salaried persons receive lower tax rates on the same income level — a deliberate policy to provide relief to wage earners who have limited ability to shift income or claim business deductions.
Business individuals can deduct legitimate business expenses such as rent, utilities, employee salaries, depreciation on business assets, and professional fees before calculating their taxable income. Salaried persons generally cannot claim such expense deductions, making the concessional slab rates a form of compensation for this difference.
Associations of Persons (AOP) — partnerships and similar entities — are taxed at the same slab rates as business individuals but the income is attributed to partners who then pay tax at individual rates on their share.
What is NTN and Why You Need One
A National Tax Number (NTN) is a unique identification number issued by FBR to every taxpayer registered under the income tax law. Having an NTN is mandatory for:
- Filing annual income tax returns
- Opening a business bank account
- Registering a company or firm
- Purchasing or selling immovable property above certain thresholds
- Registering a vehicle
- Obtaining a trade license or import/export license
NTN registration is free and done entirely online through the FBR IRIS portal (iris.fbr.gov.pk). Individual salaried employees can register using their CNIC number, which effectively becomes their NTN for tax purposes.
Filing Deadlines and the IRIS Portal
The income tax return for individuals (both salaried and business) is due by September 30 each year for the preceding tax year (July–June). So the return for FY 2025-26 is due by September 30, 2026. Extensions can sometimes be obtained from the Commissioner of Inland Revenue.
All returns must be filed electronically through the FBR IRIS portal. The portal also allows taxpayers to view their withholding tax credits, check refund status, submit appeals, and pay taxes online via payment slip (PSID) generated on the portal and paid at any authorized bank branch or via online banking.
Consequences of Not Filing Your Tax Return
Non-filers in Pakistan face significant financial penalties and inconveniences beyond the monetary fine. The Active Taxpayer List (ATL) is published by FBR annually, and those who are not on it pay double the withholding tax rate on many transactions, including:
- Bank cash withdrawals (1% for filers vs 2% for non-filers above PKR 50,000 per day)
- Property purchase and sale (higher rates for non-filers)
- Vehicle registration (additional withholding for non-filers)
- Profit on savings and term deposits (higher WHT for non-filers)
Over a year, these additional costs can easily exceed the compliance cost of filing a return. Even individuals below the taxable threshold benefit from registering and filing a nil-income return to maintain filer status.
